Why the gap exists
It is not incompetence. It is the statute.
“Notice of the hearing shall be mailed or delivered at least 10 days prior to the hearing to all owners of real property as shown on the latest equalized assessment roll within 300 feet.”

California Government Code §65091(a)(3)

and it is addressed to owners. The section makes no provision for occupants or tenants.

Two audiences
One rung rule, two grips

Address mode — the resident

One address, the statutory 300-ft ring drawn stroke-only, and what you can still do. Bin day included, because that is what most people actually opened it for.

Area mode — the staff console

A PIO and a council chief of staff do not have an address; they have a district. The same rule over a whole council district: 4,302 items in 90 days, filter chips, sortable table, pin tray, call list, packet.

What area mode found in ten seconds

Rung 4 across one council district: 14 Emergency Sewer Repairs, every one with no end date on record, one open since 3 May 2021, all naming the same engineer. No address search would ever surface that — no single resident lives near more than one of them.

Honest scope
What it is not

Not the notice of record

The legal notice remains the mailed §65091 letter and the posted agenda. This map shows them; it does not give them. It says so in the splash, the footer and every export.

It cannot say who was mailed

The city publishes parcel geometry, not the owner roll. The app draws the ring and counts the parcels inside it — and stops there.

Rung 2 is empty here

Because this city publishes no machine-readable hearing calendar. Bind a case export and it lights up. Until then the app names the absence rather than filling it.

No write path at all

Reads only, so it runs identically on Strata and on ArcGIS. Nothing in it can change a city record.

Every figure on these slides was counted from the live services on 2026-08-09 and is re-counted by 343 assertions that run against production, not fixtures.
