Asset-Level Exposure Scoring
Score every asset across perils and return periods without inventing the rungs. Flood publishes three levels statewide, ground shaking publishes three more, and wildfire publishes no return period at all — its zones are hazard, explicitly not risk. The ladder draws each peril on the axis its own publisher gave it, refuses to blend them into one number, and labels every result a screening indicator, never a catastrophe model.
