Public Health Preparedness is a pre-incident screen over a health system's licensed and rated attributes — a planning clock, not an incident clock. Pick a surge scenario and the board returns a break point per operational area, with the population denominator named beside it. Bed classes, ambulance and heliport capability and syndromic-surveillance coverage sit on one screen and cross-filter each other, and an assumptions tab prints the scenario's own arithmetic.
