Health Equity Overlay

The published indices answer where conditions are bad. The Health Equity Overlay asks where the measured outcome is worse than the state's own conditions index predicts — and where that gap is larger than the uncertainty in the measurement. Three brushable charts cross-filter a map and each other, every predicate stacks into a removable chip row, and the tract record shows the arithmetic. Most of the state stays a calm grey field, because most of it cannot be separated from noise — and saying so is the product.
