Counted Need & Funded Inventory
This is the annual gaps analysis every Continuum of Care is obliged to conduct, on the two counts the funder already publishes. Two synced panes walk nine fixed reads — a counted-need measure paired with a funded-inventory one by the reporting rule, both re-symbolised on a single shared break set, so a colour means the same quantity on either side. The arithmetic it refuses is part of the design: people in permanent housing are not in the point-in-time count, and the domain module throws rather than express that subtraction.
