The app navigates the live mine register by elimination — four steps, each citing the rule that performs the removal — down to the operations that filed a current annual report and are barred anyway, with the financial assurance and disturbed acres they represent. Then it stops where the evidence stops: of the six conditions the statute requires, the public record makes one checkable, and the app names the other five rather than guessing them.
