The Shortage-Area Explorer works the shortage-designation register the way a grants office does: scope by discipline, withdrawal-risk window and score band, and the matches accumulate in a tray that survives the next scope change. The register publishes that a place scores 18, never which criterion carried it — so each record breaks into its contributions with a named remainder, never estimated, and sits on the Federal Register calendar. One export turns the tray into an evidence register. Runs on live HRSA data.
